Better Rockets is a small (very small) client-side mod which simply retextures firework rockets which contain stars. This makes it much less likely that you will accidentally fly with exploding rockets.
This is a mod rather than an OptiFine resource pack because many mods are incompatible with OptiFine.
This mod is client-side, meaning that a Minecraft server does not have to install this and you can use it on any server.
