reload the broadcast plugin

Permissions:
broadcast.broadcast lets the player do /broadcast

broadcast.broadcasttopermission lets the player do /broadcast-topermission

broadcast.broadcastconfig allows the player config all of the broadcast settings

broadcast.reload allows the player to reload the plugin
