Two fixes that enable 1.21.4+ crossbow carting:

1. Arrows ignition is checked before entity collision so it doesn't hit the cart before it is ignited;
2. Arrows now check ignition in fire or lava with regard to its instantaneous velocity, arrows are always lit through fire or lava now.

Hitboxes aren't fully accurate because 1.21.4 introduces a lot of different formatting that make it confusing. They roughly represent the newer version, tweaked to be slightly smaller to enforce good habit when crossbow carting (aiming lower).

1.21.1 and 1.20.6 versions available, will make a 1.18 ver.
